A. E. Hoover Site Park Master Plan Charlotte, Michigan City of Charlotte, Michigan   DLZ was retained for master planning services for a 20-acre former industrial site (A.E. Hoover) in Charlotte, Michigan. The site offers a unique location for placement of a new park. A detailed site analysis and programming study was conducted that identified unique natural features and recreational development opportunities and constraints. Centrally located within a residential area of the city, the site offered varied topography and vegetative cover, making it an ideal site to serve the city’s need for both passive and active recreational opportunities. DLZ conducted public involvement and working meetings during the schematic and preliminary planning phases to receive input and concurrence from city residents. Backed by strong city and community support, the plan received overwhelming support.   Additional site improvements include a paved walking trail, open play areas, a sledding hill, basketball and tennis courts, volleyball, and a children’s playground. Also included in the plan were a restroom/storage building and a community center. The plan was developed as a multi-year phased plan. A detailed construction cost estimate was prepared along with the proposed construction phasing opportunities.
